Police in South Wales handcuffed an 18-year-old on Monday for a fatal collision. Officers say a car plowed into a cyclist on a quiet street near Newport. The victim lost life on site. The driver parked nearby, came back, and then left again. A man in the car was rushed to hospital suffering injuries. Cops also held a second man in connection with a caravan death. They released him but set strict conditions. He has to stay at home and report weekly.
